Can't build road?

It says not researched when trying to build a road yet everything else in the road section is researched. Am I missing something super obvious?

Resources. ;) . They r not free to build. At start you,ll not build long roads, only if needed.

In the campaign (not sure about sandbox, haven't tried it) there's a 10-step tutorial that slowly unlocks the starter buildings like housing, wells, cooking, etc, one-by-one. Instead of letting you build what/how you want immediately.

I think there's an option to skip it but I haven't tried a new run yet.
