Build stuff atop other stuff
Honestly, I love elden ring/dark souls architecture and so much of that is built upon verticality. You can't put terrain atop terrain to create a MegaMountain, you can't put walls or fences on top of buildings at all, it's very cumbersome overall to try to build vertically and I can't see a good reason why.

There is an upper limit in height but you can build really tall structures.

For what you are suggesting you can raise the terrain to its maximum height then stack the building blocks on each other to get really tall structures.

You can use the decoration tool to get the timber frame that will give you a fence on a building.
