Why? because its not easy given the procedural nature of the game. And the 2 people dev team didnt had the time to come up with a good reliable way to make it work. buildings dont just be together and can be copied just as. they create intersections between eachother. Holes get made into a lot of meshes. Then youd have to decide what should be included in copy and paste and what not. And thats a big task to accomplish.
