Is there a Terrain Cut up tool?

Title is self explanatory however I will explain this more thoroughly.

The terrain tool is lovely but I did just come into an issue where I want to have a lower section for a house but had to now make due with using water over just grass to lower the actual ground. This isnt much of an issue as water is a feature in the build anyhow but I was wondering now if there was a tool Im just missing out on.

One to either just lower specific parts of a terrain or one to do that and also cut up pieces similar to walls?

Or just anything in the general sense of the idea.

There isn't a tool for lowering sections of terrain, but you can use the terrain tool to click and drag high terrain down

Yes but only already created sections. I cannot cut up sections and drag them down individually. Thats what I was saying.
