Change the audio output quality back to DVD quality (16bit 48000Hz)
How-to Steps:
1- Right-click speaker icon in bottom right corner left of time/date
2- Click Open Volume Mixer
3- Click on Speakers icon
4- Click ADVANCED tab.
5- Choose DVD quality (16bit 48000Hz)
6- Click OK
Launch the game and everything worked for me. It is SAD that Ubisoft did not patch this issue that is very common to many users.

1. Scroll down and download the "1.1 (53 MB) International" patch
2. Extract the RAR
3. Install the patch
This worked for me after doing ALL the crap you all mentioned above.
My guess is that different solutions work for different set ups.
It seems that this game struggles with computers using 4-cores and above, which is funny.

1. The link is still good for those who, like me, intalled the gaming using a good old fashioned DISC and thus don't have the steam version.
2. Since my internet limits me to 300 GB per month download, and I buy more games than I can download (especially during steam sales), PC game DISCS are still a VERY viable option for me since I'm expanding my library like crazy now, and can't just download with reckless abandon. :)
3. I love how steam works past these issues for folks. It makes steam a must have for any PC gamer.
4. Google fiber needs to get to the outskirts of ATL!
