If you start the Developer Mode version of the game, hitting F11 will bring up the cheat window. IIRC the 'god mode' button is on the lower left.

AFAIK there isn't a complete list of all commands somewhere, but most of it is relatively self explanatory. See the link below, or other discussions on using the Developer Mode for stat/skill points, etc.

Do you mean F1, or was that a typo? The correct key is F11.
