Is there a mod to enable your dragon form to attack ground enemies?

No.

There is a Larger font mod[www.larian.com] and 3D Vision Patch[www.larian.com], but that's about it. There was a texture pack for the original release of D2:ED, but I don't think it is still available or compatible with D2:DC.
A couple people played around with the game, and one posted screenshots of a chest they'd duplicated a few times, but AFAIK nothing ever really came of that.

It's a shame about that I really thoought someone would have made ^^^ that mod. Cause it's a bit ♥♥♥♥ that they all run and hide when you take dragon form so you can't fight them.
