A way to 'fix' the stutter...
After spending all night long researching and reading and experimenting I have a decent solution to the Steam version of Divinity 2.

First off it must be ran at 30fps to those having this issue. But you CANNOT use the in-game fps cap. The slider must be set all the way to the left, no cap.
Now the next thing is you must use an external frame limiter. If you GPU control can do it then set it to 30fps cap. OR you can use RivaTunerStatistics, (my personal choice), with AfterBurner.

After you either download the above or use your GPU settings to cap at 30fps, you can load the game and it should run a thousand times better. I run it maxed with Riva capping it a 30fps and it runs amazing. (compared to what it was doing.

I read online that the Steam version of this game will not read refresh rate correctly. I've searched and searched through the game's files and could not find a way to fix it.
But I'm happy with this fix cause I can finally play this game I really love.

If you think you're above playing a game below 60fps then it is your loss. I personally do not care about framerate. Only on certain games. I hope this helps whoever reads this and wish you luck. Works perfectly for me. So tired now.lol

People who say there is no difference to the human eye besides 30 and 60fps is complete bull. It's like the difference between the colors red and blue. I can tell within 1 second if a game is capped at 30fps.

In fact if im running a game at 60fps i can tell if the game drops to 50fps just by feel

I am going to update this after all this time to tell what I did to get rid of all the stutters. This would apply to Nvidia Cards:

1) Disable in game FPS cap (all the way left)
2) Turn off all in game AA and use something like SweetFX or similar I used sweetFX 1.4 (older version)
3) Nvidia Inspector - Set Frame Rate Limiter to 30 (29.5)
4)Last trick to totally smooth it out was to set Nvida Vsync to FAST.

Game On.

If you wanna fix the stutter problem or at least have it run way smoother just set the in game fps cap to 30. I get that we shouldn't have to play it at 30 fps but ...still it fixed the problem for me.

i tried it with the creators modus, now runs smooth. Just, thank you. Oh, by the way, i have reduced some graphics settings. ( and turned shadows off ) while i am using a computer powered by a potato. :)

A year ago the game was running smoothly at more than 100hz on my gtx 1070. I don't know why it no longer does.

If this bug occurs because of the 64hz limitation of gamebryo engine, why can't we fix this stutter by locking framerate to 64fps on a 64hz screen?

Hey Guys

I Know This Thread Is Old And Many Of You May Not Be Playing Divinity Anymore However I Would Like To Post My Fix As I Had A Lot Of Microstutter In This Game And I Am A Nut For Absolute Smooth Performance.

After About Three Weeks Of Trying Random Things, I Feel I Have Almost Always Smooth Gameplay With Only The Random Load Hitch Every Hour Or Two. Also I Know This Solution Is Gunna Sound Weird And Make No Sense But It Worked For Me

First: Go Into Steam, Right Click Properties On Divinity Original Sin 2 And Disable Cloud Saving On The Updates Tab

Second: Open Up Nvidia Control Panel > Manage 3d Settings > Program Settings Tab - And Add A Profile For Divinity Original Sin 2: Definitive Edition

Change These Settings In NCP
Maximum Pre Rendered Frames = Use The 3d Application
Open GL Rendering GPU = *Set Your GPU
Power Management Mode = Prefer Maximum Performance
Texture Filtering - Quality = High Performance
Texture Filtering - Trilinear Optimization = On (This Made A Difference And Was The Last Thing I Changed And Seems To Help)
Triple Buffering = On (You Will Be Setting This Twice - I Know Its Weird And Makes Little Sense)
Vertical Sync = On
VR Pre-rendered Frames = Use The 3d Setting

Third: Your In Game Options Set To What Is Appropriate For Your PC (This Guide Is Mainly For People Getting Stutter When Their PC Can Clearly Handle The Game)

Then Set Your Display Setting To These

Resolution - Set Your Screen Res And Highest Hz Rate Your Monitor Offers
Display Mode - Fullscreen
V-sync - Triple Buffering

Then Enable Frame Cap And Set It To What Your Display Is Running At
For Example My Monitor Has A 75 Hz Refresh And Is V-sync To 75 FPS, So I Set My Frame Cap To 75 Also

If This Still Doesn't Work Try Utilising The In Game V-sync With FPS Cap Or Use The NCP V-sync With In Game V-sync Off And The FPS Cap Enabled

You Can Also Set Your Priority To High Within Task Manager > Details > Right Click EoCapp And Change. However, Once I Changed Texture Filtering - Trilinear Optimization = On I No Longer Saw An Improvement In Results

Anyway I Now Have Smooth Gameplay, No Tearing, And I Can Pan The Camera And Rotate It Without Seeing Small Hitches Happening In Game

I Honestly Think The Change To Trilinear Optimisation Was The Difference Maker. I Noticed That The Stutter Had Something To Do With The Textures Loading In At High Speeds Regardless Of Whether Texture Streaming Was Disabled Or Not. I Looked At The Cores Performing During Gameplay And The Game Uses All Cores But Some Of The Cores Where Doing Slightly More Or Less Than Others (At Least On My Machine) - The Problem Lies In How The Game Uses The CPU

Enabling That Function I Feel Optimizes That Process And Somehow Helps The Game Generate Whatever It Needs When Panning The Camera In Game At High Speeds

That's Probably All Incorrect But Hey, At Least I Can Really Enjoy Performance On DOS2 Now

I've been watching this thread for years trying solutions offered by anyone willing to take the time to post. Thanks for offering one, although it's for a different game: Divinity Original Sin 2: Definitive Edition.

Nonetheless, I tried your suggestion anyway, no improvement unfortunately. Regardless of a trolling attempt, thanks for your input.

Old topic, but never a resolved one. Sorry for the necro, but playing this game again so it's relevant to me again.

The issue with this games stutter is not about missed frames in the slightest.

That's not a channel pimp out, I have no interest in view numbers.

The stutter that you see is the result of input not affecting every frame. The game does continue drawing frames, it just appears to hang because of the pausing in both camera movement and your position. This is most likely a framerate issue, where the game engine prefers to run a certain framerate. I never tested what that framerate is, though. People have suggested 64, but as ancalimon said, capping to 64hz doesn't fix the problem. Judging my the particle animation system, the correct FPS is probably 30 though I haven't tested it myself.

EDIT: Turns out running the game at 30FPS removes these issues. The game just doesn't do well over 30FPS. I didn't test with the in-game limiter, I used the nvidia control panel FPS cap.

The camera control can still be broken by moving at diagonals, but that's a different issue.

Different threads of the game run at different fps. As a result you get awful stuttering. Can only be fixed by modifying the engine. But that is up to the developers. Or maybe someone could hexedit them if they knew the values they had to modify.
