Report a translation problem
Do you have any codec packs, etc, installed? A problem codec or conflict between two codecs might cause the video not to be shown.
In Windows Explorer if you browse to the game's video folder, can you play the videos normally in Windows Media Player, etc?
If you pause a video in Windows Media Player and then start the game, are the videos displayed properly?
You can check the intro.wmv and loading.wmv videos in the '..\SteamApps\common\divinity2_dev_cut\Data\Video' folder (rename them to get the game to skip them).
In the '..\data\Video\Story\' folder, the video Start_Movie.wmv is played when starting a new game, and Tutorial_Arrival.wmv after character creation.
Check for Windows updates, particularly anything Windows Media Player codec related, and maybe updated video drivers.
Something like Codec Tweak Tool or the Direct Show Filter manager could help identify and fix codec or filter problems.

EDIT: nope. updating drivers also didn't helped.
You can try doing a clean boot and then test the game. Click Start, or hit WinKey-R, type in msconfig and hit enter; in the General tab, click Selective Startup, uncheck Load startup items (if required) and leave Load system services and Use original boot configuration options checked. Next, Click on the Services tab, check the box to Hide all Microsoft services, then click the Disable All button (maybe make a note of which are currently enabled/disabled), then click OK and reboot the computer.
Run msconfig again to switch back to the normal boot configuration.
Try creating a new Windows administrator user account, switch to that account and try starting the game from there, directly from the executable.

Try setting the game to run in a window, and see if that makes a difference. To do so, edit the file below in a text editor and change the one to a zero in Fullscreen="1".

I'm installing Divinity 2 right now, but I've already tested on KOF 2002 UM and videos was playing so I assume that Divinity videos must work now too. But it still needs testing.
