Open Graphicoptions.xml and find the FPSCap="30" line - if it says 30, then the options are still set to 30, so bump that up to 60 and save your changes.
You might also want to hard disable your vsync in your GPU control panel. Some implementations of vsync round your fps down to 30 if your not hitting 60.
edit: While your in your NVCP, setting your max pre-rendered frames to 1 can help a lot with this game. Also make sure that you have disabled your integrated GPU.
Edit 2: I just fired it up and it's a smooth 60 on my PC, so it definately can run above 30 on a modern system. The frame pacing is a little wonky, but that's been an issue for me with this game on 3 different systems.
This isn't actually correct: the game is hardcapped to 30fps. You can raise the framelimit to 60 and above but this doesn't raise the rendered framerate, it simulates higher framerates by playing each frame twice or more depending on what your framelimit is set to. This is pretty obvious when you look at it, and looks better than actual 30fps but not by much and it's definitely not smooth, results in a lot of screentearing even with vsync on, and may be what you're describing by saying it's "wonky" without realizing it.
There is no way around this, no known fixes. I still played through the whole game and had a great time but it definitely bothered me.
What I said is actually pretty correct, though I was mistaking the actual issue for frame pacing. It's hard to tell what his issue is, though I did assume that he was actually checking with an FPS meter and see a big ol' capped 30.
Anyway, there certainly isn't any frame interpolation going on though. I assume you mean something like smooth motion tech that some TV's use? It's more of a mess than that.
Make no mistake: the game IS being rendered at 60fps... it's just that some of the underlying systems are still updating at 30fps (Some FX, The particle system and physics) or some are trying to update at 60fps and they just don't work well with this engine and skip frames.
The "Wonkiness" I mentioned is mainly due to two things:
1) Movement: when you are running (or anything is moving really, including NPC's and monsters etc) your character will animate at 60fps, but you actually wont move along the ground at all in some frames even though the animation continues. It seems to be that you move correctly for about 3-6 frames until it skips one.
2) Camera Movement: When you are moving the camera with the mouse, much like the movement issue above, it will not calculate that movement every 3-6 frames - That results in it looking like the game is rendering at a lower FPS, or the frame pacing is off.
The only things that actually seem to sync properly with 60fps are most model animations, including non pre-rendered cutscenes.

I had to play the original release version and that one had even more issues.
i've got that setup running in 4k with all graphics maxed and i'm getting 60 frames with it smooth too. none of that issue where some aspects aren't updated every frame which causes the game to still look wonky. It is playing 100% smooth for me.
