That's what happened to me
Typical EA. They know about this issue from their forums where dozens of people have reported the issue but one month on there is no sign of them actually fixing it. This is why I decided to stop playing the game until they fixed it.
EA App version by the way not Steam.
1. Right click (mouse) --> Nvidia control panel --> Program settings... chose EA FC 24, after that look for vertical sync --> put "Adeptive"2. GP rendering OpenGL --> Put your videocard (I have nvidia RTX3050Ti)3. Max PFS put same with your HZ monitor... if you have 144 Hz, put 144fps, If you have 60Hz, put 60fps...
In game settings you need do the same in settings (monitor settings)

I have the setting for cut scenes on full frame rate.
I've had this issue since release
nvidia released a driver update to 545,92. Same Problems!
I finaly decided to downgrade to last functional drivers: 537.58 - but still the same.
Then I saw your comment, deleted the FC24 Folder in Documents: Et voilà, it's fine again.
Removing it once was enough for me.
