Report a translation problem
U need to edit file: (Documents/FC 24/fcsetup.ini)
simply change to REFRESH_RATE = 0 (default is REFRESH_RATE = 144 / 120/ 60) and save file.
Inside Nvidia Control Panel set: Preferred refresh rate: Highest available (add FC24 to Nvidia)
Then, in-game DON’T TOUCH refresh rate setting anytime.

Nvidia Control Panel > Manage 3D settings > Program Settings > Find and add fc24 > scroll down in the options till you see "PREFFERED REFRESH RATE" and choose "Highest Value". After doing this, my refresh rate became smoother as well as removed the stutters at appear randomly, however i felt that the FPS was still low somehow so i set the max fps rate to 120 in Nvidia control panel, and now the game feels so much better.
⚠️BUT⚠️ After adjusting the FPS rate in Nvidia Control Panel, the game menu and cut-scenes became laggy. The gameplay, however, is perfect, smooth and getting 120fps.
So, experiment this Max fps as well as refresh rate value and find the best option for yourself
BTW I play it through epic games not steam (if it makes any difference). You could also try using some launch options for steam, here's the steam official support for "Setting Game Launch Options"
