Report a translation problem
This happened to me as well when I quit (because it's frustrating) and came back to find I was allowed to play the next level, which I didn't realise until actually in the next level. Haven't gone back and the longer I wait the less I want to do so, I don't wanna inflict more frustration upon myself. On a similar note I put the game down upon reaching the end boss.
*Potential spoilers*
As for the final boss, it gets a lot easier once you realise that there's a door at the far left of the room that lets you leave and re-enter. Let the henchwoman crawl away from the boss a bit when she's injured (so you have a bit of space for when he gets his guns out once you dispatch her), then grab a knife and run around the outer edge of the room (more time to dodge the bullets).
Once you get to the door on the left pause there (you're safe) and wait for him to reload. Then throw a knife at him and repeat once more to kill him.
