do it in full house, second floor. two guys with assault rifles will pass in front of another in the room to the right. just enter and throw the brick when they're aligned.
You must use the brick. A red brick, the green it's a can.
So the possible solution (it is possible you don't have to do all of this, see below)
I backed up the game, then deleted the local content. I reinstalled it to another location (you can add one at Settings >> Downloads >> Steam Library Folders, for example C:/SteamLibrary/). Make sure you don't enable the beta!
After this, if you previously had problems enabling SteamWorks (I always got errors), the game won't have any now. There's one drawback though: you have to re-play the game from the beginning. But I think if you struggle with the last 2-3 achievments, 2 hours should be enough (I've just finished it too, unlocking all the weapos - sadly, brick is one of the last weapons you unlock).

The achievement is not bugged, its just extremely finicky. I did this about eight times, you only get it if it says 3x right after, not 2x followed by a 3x combo. I think it works best to make sure they are not all standing in the same exact spot but just a little separated apart.
This is exactly what I did. I lined them up, making sure they are not standing in one spot, and BAM! That heavenly feeling, when the achievment pops up at the lower right corner... What a relief.
I suggest you try this method first, then the procedure above.
If you have the beta version, when you start up Hotline Miami, the launcher will appear with resolution options, etc. If it doesn't pop up, you have the regular version.
Weird: the achievement pop-up didn't show up in-game, but it's been confirmed in my Activity Feed and in the unlocked achievements list.
