Any Known Fixes for Slowdown?
My whole game, menus and all, runs at what looks like around a tenth of the intended speed (also it takes easily over a minute to launch, not sure if that's related or atypical). I've tried every fix I could find on these forums, from installing the .NET Framework, to reconfiguring my desktop, to running in various compatibility modes, to changing my resolution, to reinstalling/restarting, to turning off the Print Spooler, to switching surface and blood behavior, to running the vcredist_x86.exe file again, and, as of yet, my version still runs at an unplayable speed. Anyone had any luck with other fixes?

Does your computer have a decent GPU?
I have an Nvidia GeForce 320M, which has been able to play much more robust games than Hotline Miami without a hitch (including Just Cause 2, Rayman Origins, and Portal 2, among others). It's not the hottest thing on the market, but I would be blown away if it was the culprit for this game.
Has anyone this one out yet? The game is simply unplayable in this state.

It's perfectly fine for me, it's probably your GPU not being able to handle the game.
I have an MSI GT70 gaming notebook. It has Intel Core i7-3610QM and an NVIDIA Geforce GTX 675M/2GB GDDR5, along with 12GB DDRIII RAM. I also have the problem with the slow speed so much that I thought the game was meant to be played this way until I checked out Youtube. This game could be played on a Nintendo Entertainment System and is not demanding with respect to graphics. A 320M should be able to play this easily. There is even a disclosure at the beginning of this game stating Steam clients can have issues. It's not your hardware FruiousPresident. Josh knows GPU technology as well as he does hockey teams.
I posted this before, and it helped somebody. I had the same issue, the game worked fine then i started to get slowdowns. To fix it I did nothing. I just booted it up everyday till it fixed itself.
