Report a translation problem
Right-click on the game in your library -> Properties -> Local files -> Browse local files -> manually run "HotlineGL.exe" (it's the Updated version executable). If is launches successfully, try to exit and run the launcher again, see if the problem persists or not. If it worked manually but not in the launcher, I don't know how to help you to fix the launcher but at least you'll be able to run the game just fine (just create a shortcut). You could even try to add the option "-skip" to the launch parameters (right-click -> Properties -> Set launch options) to bypass the launcher once you have it all setup, see if it works.
If you have NVIDIA Optimus or anything that switches between integrated and dedicated graphics (I think the AMD equivalent is AMD Dynamic Switchable Graphics), make sure the game runs on the dedicated graphics.
If you haven't or that didn't help, update your graphics driver and try again, there's a chance it solves the problem.
If you already have latest graphics driver or that didn't work, then I suggest you upload the file "C:\Users\<username>\Documents\My Games\HotlineMiami\debug.log" on http://pastebin.com/ or something.
It contains information on what happens when you launch Updated version and could help track down the problem.
Well this is the first time I've seen this message. Tried the first option you gave me and this came up. No idea how to fix it. Any ideas? I looked it up and I don't remember deleting any OpenAL file. I just reinstalled the game too so I don't think re-installing it will help.
It should solve the problem.
