how do i turn the sound down?
in the sound menue it only says music and i try to turn it down on the soundboard but it doesn't work

Unfortunately in the sound menu you can only tune down the music, not all the sound effects. However you should still be able to lower the application volume in the sound mixer (while Hotline Miami is running, alt-tab and click on the speaker in the notification area of your taskbar and open the mixer).

how is this still not a thing, how hard would it be to implement a slider for the sound too, that is hilarious

Extremely hard -- not to say impossible! -- when there are no developers left working on this game :D
