jacket is currently alive.
since the bar of broken heroes features everyone dead, we can assume jacket's not dead, since he isnt there.
in the outro to apocolypse, it is seen he's sitting in prison when the nuke goes off, so he was most likely in an underground cell or not close enough to the bomb sites.

Jacket is in prison after being found guilty of the murders thanks to one big moment in HM1. If you have an eye for details, you will notice Richter destroyed the tape in Jacket's answering machine. Which is then mentioned in his trial that the tape was not there to prove that there was messages left.

Biker loses the fight at phonehom and takes a brutal golf club hit to the head and suffers some brain damage. After speaking with Evan you find he went out into the desert for a long while to hide from 50 Blessings, and has become a heavy drinker. Biker also never met or murdered The Janitors as he is messed up from the phonehom fight, so he obviously never killed Jacket and found The Janitors, to back this up, The Janitors are still alive in Hotline Miami 2, when they attempt to get Richter killed in prison by an inside man, which fails, then Richter escapes prison.

Okay since nobody here seems to actually know the plot.

Both sides are cannon. Biker lives, but takes a bit of brain damage from the golf club hit, yes I know Jacket sees his head explode but lets face it this is the same guy thats hallucinating half dead mobsters, his best friend, and a dead biker everywhere he goes.
How we know Biker lives? Because we see him outside the courthouse at during Jacket's trial, and Evan speaks with him. Jacket is found guilty of the murders and is taken to prison where he dies due to the Russian nuking of Miami, lets just make a wild assumption that Biker does too.

Biker never gets answers though...otherwise he would have told Evan and the Janitor would have not been alive to visit Richter.

I just read up on surviving a nuclear attack, and, Richter was the only one to even have the slightest chance of surviving.
The bomb hit Miami, pretty much anyone within 1,000 miles of Miami was killed unless they were in a fallout shelter good enough to survive the blast and had enough protection to stop gamma radiation, which travels through nearly anything and can kill you in about 5 minutes, and 600 MPH winds created by the blast which will go for much more far than the explosion itself. Then there's the fallout. Lets say Jacket is literally a ♥♥♥♥♥♥♥ wizard here and survives that somehow, even though he is well within the instant death zone of the blast. He is now going to be most likely completely and forever blind from the blast, the radioactive fallout will kill him the second he steps outside, he now has third degree burns on all of his body, and has no supplies such as food, water, gas mask, all he has now is a stress ball, which probably simply melted, a prison jumpsuit, which is now probably fused to his body due to the third degree burns which is a very real problem, and a completely demolished prison that's covered in radioactive flames, black rain (highly radioactive fallout), and is in ruins.
So if he survives the odds of impossible, he would never make it even another day.
