Nope, Jacket badly injured Biker, but he lived. In HLM2 ending you can see Jacket in prison, playing with ball.

well if you take the payday 2 callaboration into context then i guess he broke out of that prison or was busted out by the payday gang or some ♥♥♥♥ and now hes back to hurting people only this time he is turning a profit and rolling with other psychos that wear masks. jacket lives on

Well, according to the wiki, he's about 25+,
And lets say Pd2 takes place in modern day.
and Hotline 1 takes place in 1989ish,
So math time.
