In any case, I can check your configuration and see if I find something strange. Can you please give me your "DxDiag.txt", "debug.log" and "crash.log" files?

How to find "DxDiag.txt", "debug.log" and "crash.log":
- DxDiag.txt: Hit "Windows + R" -> Run "dxdiag" -> "Save All Information...".
- debug.log: Navigate to "C:\Users\<username>\Documents\My Games\HotlineMiami".
- crash.log: Right-click on the game in the library -> Properties -> Local files -> Browse local files.
How to upload them:From your DxiDiag:
Can you check if the directory "C:\Users\<username\Documents\My Games\HotlineMiami" exists? If yes, can you check if a file named "hotline.cfg" is inside? Also check if either the directory or file are marked as read-only (right-click -> Properties), and if yes, unmark as read-only.
Right-click on OneDrive in notification area -> "More" -> "Settings" -> "Auto Save" tab -> "Update Folders". This displays a window "Set up protection of important folders" -> make sure "Documents" are NOT protected.
I would suggest you try to re-disable OneDrive properly.
