Aspect Ratio Problem
So I recently got a new laptop, and wanted to play hlm on it, and when I start it up and match it's aspect ratio to mine, I get the game not filling the screen as it should, but rather shifted downwards and with a big black bar at the top. This makes most of the game offscreen for me. I was able to run hlm fine on my old laptop, so I am not sure why this one is having issues. Any ideas whats causing this?

From the FAQ:
The screen is off to the side/zoomed in, I only see part of the whole screen.
Right-click on the game in your library -> Properties -> Local files -> Browse local files -> Right-click on "HotlineGL.exe" -> Properties -> Compatibility.
  • Click on "Change high DPI settings", then under "High DPI scaling override", tick "Override high DPI scaling behavior" and set "Scaling performed by:" to "Application", and then "OK" and "Apply".
  • If "Change high DPI settings" is not there (older versions of Windows): tick "Disable display scaling on high DPI settings", and apply.

Thank you for that fix! I can play it now, but it is now instead making black bars at the top and the bottom, as if I set it to too wide of a ratio, even though I did not. Is there anything to be done about this issue?

Hotline Miami uses a fixed aspect ratio of 16:9, so no, nothing can be done about this. Your new laptop probably has an aspect ratio that's a bit different (I suppose 16:10) to the one you had prior (probably 16:9).
