NET Framework 3.5 error

I go to run the game and it requires me to install NET Framework 3.5. When I go to do so, it gives me an error code, (error code: 0x8000ffff). Ive tried finding an answer on google but I got a bunch of different answers.

Hello, .NET Framework 3.5 is needed for the launcher to work properly, and you need to install it manually in Windows 8+.

Here is how:

• Press “Windows Logo” + “R” keys on the keyboard.
  
• Type “appwiz.cpl” in the “Run” command box and press “ENTER”.
  
• In the “Programs and Features” window, click on the link “Turn Windows features on or off”.
  
• Check if the “.NET Framework 3.5 (includes .NET 2.0 and 3.0)” option is available in it.
  
• If yes, then enable it and then click on “OK”.
  
• Follow the on-screen instructions to complete the installation and restart the computer, if prompted.

i've tried this but i just cant get it to work. it comes up as the error 0x80240023
and i cant find anything to fix it
