You should never download a random .DLL "as-is" from the internet (just like you should not download a random .EXE). Not only you do not know which version of the DLL you need (if you get the wrong one it won't work or you'll have issues, like you do now), you also don't know what's in the DLL, and it might as well contain a virus or a bitcoin miner.
Whenever you encounter a DLL issue with an application, you need to reinstall the dependencies from a trusted source. In this case (as with every Steam game), you can find it in the application folder.
A .DLL is basically a .EXE, so be cautious when downloading them.
The proper solution: right-click on game in library -> Properties -> Local files -> Browse local files -> _CommonRedist -> vcredist -> install both vcredist_x64.exe and vcredist_x86.exe.
These contain MSVCP100.dll.
