I know you said you didn't install it through Steam, however I'm pretty sure you'll be able to find the "_CommonRedist" folder in the game files in the same way.
and as if that were not enough, in the original version ...

I'm sorry but instead of being the small window now it's full screen and it's still looking black although I can handle the game in case I can not see anything
I need your "DxDiag.txt", "debug.log" and "crash.log" files:
- DxDiag.txt: Hit "Windows + R" -> Run "dxdiag" -> "Save All Information...".
- debug.log: Navigate to "C:\Users\<username>\Documents\My Games\HotlineMiami".
- crash.log: Right-click on the game in the library -> Properties -> Local files -> Browse local files.

Under "Older graphics products" we can see than it only supports OpenGL 1.4.
So, you have to play Original version instead. You can select it in the launcher ;)
