You can buy from any officially authorized key reseller and then activate on Steam. You can find a list of official key resellers at https://isthereanydeal.com/ and http://www.cheapshark.com/.

Do not buy from other unofficial key resellers that are not listed there! There'd be a risk you'd receive a stolen key -- which may end up being disabled at some point --, and is also completely unethical as it supports shady money laundering practices and screws over developers/publishers.

Relevant Devolver Digital (Hotline Miami's publisher) tweet about G2A (one of the most well known shady key reseller):

Devolver Digital games purchased on @G2A_com are not legitimate, not guaranteed, and not supported. We are actively canceling those keys.

Though i honestly feel horrible doing it, i might pirate it.

I'll probably just buy it and gift it to a friend when i get out of here, because you know, i'd rather not play a masterpiece of a game and leave it without paying.

I just want to say this. I got hlm2 from one of those sites like humble bundle (I think it was called GamersGate or something (yes, very unfortuante name)). It still worked as of late 2016, give it a try if you really want it, although you may be expecting to pay something like 20 usd, so watch out.

so what it was a made up russian drug that was basically lsd on steroids

whatever it was it isnt as bad what outlast 1 and 2 were showing and the darker themes
outlast 2 might be a little more ♥♥♥♥♥♥ up in my personal opinion but maybe they got salty they cant beat level 1 in hotline miami 2...
