well....it's already feels like necroposting, but i will join this opinion.
The war really wouldn't at the point we've seen at the campaign.
The "alternative history" war did not end in Europe - and China was there too, plus - there could even be a civil war in the United States at that point. You know, because SOME people might be opposing government for using nuclear missile in their own country.
And since that "space program" was fake anyway, in that alternative enemies soviets could've use something more....sophisticated next time.

Why? From the plot point of view we have already seen nuclear strike to prevent the leaking info about lack of space program.
The first game, as i remember, LITERALLY ends with the 3'rd party joining the war - and we see ONE failed attempt to invade ONE city. The government SERIOUSLY thought about nuking that city WITH their own people - including civilians, still inside.
During cutscenes we see soldier trying to get payment or something to his family, but facig burocracy instead of understanding. On the other side we see "alternative soviets" treating civilians decently at some point - even refusing to execute them for participating in guerilla war.
So - yes, unrest in that country WILL increase. War is literallly far from over - and there ARE military units not content with current....S *h* ituation. With Bannon alive, he could've been a new leader for that resistance, by the way. Not sure about Parker, but...Why not? They have spent lot's of time fighting at the same front. So...You know.
