Backpack full?

I'm on an early mission where I have to meet a biologist and everytime I talk to what I assume is them they say that my backpack is full. I only have a weapon and transceiver however and I can't drop those.

to meet the biologist you need c4 to blow up the blast doors that hide him. to even progress you need to blast through 2 doors before that.

you can only carry 1 c4 at a time. and any items you had on previous missions will still be held in your backpack unless you put theminto your supply box.

so there are 2 ways you should get the back pack full message.

1. you reached the maximum capacity for holding 1 kind of item. e.g. you can only carry 2 first aid, 1 c4, 5 rations, etc.
2. you are trying to pick up a third usable item when both empty slots are already used.

If its neither of those its a bug.
