1 HP left on Steel Soldier, won't let me finish him
I apparently got myself locked into a situation where I have the Steel Soldier down to 1 HP left, but it won't let me kill him. It just stays at 1 HP. What setting did I trip to make this happen? How do I undo it?

It happens every time I play. I must've set something to "kill boss with 1 hit" but I have no memory of how (or if) that happened.

Is it the Mission "Neutralize Steel Soldier" or "The Snitch" ?

That was my thought as well, but usually the game also lets you kill a target that should be captured (the mission is then lost though).

This must be a bug, one I have never encountered myself. Even in capture missions where you're supposed to capture bosses you may still kill them, which will then result in failed mission.

Try verifying the cache of the game (Right click game in steam library > Properties > Local Files > Verify Integrity of Game Cache), that should fix the issue I think. Let me know if it works.

The mission is to "neutralize" him. In YouTube vids I've watched he is killed not captured. I tried the cache verification, but it didn't work. (BTW- the way I know he only has 1 HP left is by using the Computer mod.)

Well, this is odd.
So you get him down to 1 HP. Are damage points shown after that?
Can you make a screenshot and upload it?
It sounds like the event is not triggered properly. Do you have any workshops running?
Otherwise I would try two things:
1.: Make a new savegame and try if it works now. It's only a few missions so this should be easy.
2.: Try to re-install the game.
If this doesn't work either, we need to think about something else.

Figured it out. It's because I had some cheat codes turned on, and that was preventing him from losing that last bit of energy for whatever reason.

Glad you could figure it out and that you can go on with the game now.
I already finished it and now hunting the last achievements (which means grinding, grinding, grinding) ^^

The game is seriously WAY too hard without cheats...lol

It's not that hard actually once you learn the patterns of the bosses and the maps. Go for weapons with Armor Piercing ammo, so you can shoot through walls.

I couldn't disagree more as I found the game to be rather easy. Only two or three bosses in the entire game are a bit challenging (Metal Wolf, Violence Kings, Prime Soldiers).

You just need to build yourself a good strong gun, one that fits your playstyle. Then get bio-mods that fit your playstyle. I would recommend Dodger and then later Dodger+ bmods, they give you invulnerability while rolling and make most boss fights a joke.

Learn patterns enemies use and keep in mind that even though there's a timer you can still take your time and play slow and careful. You only need to rush in very few missions and for those you need to equip bmods that give you more movement speed and weapons that don't have a lot of weight to them.
