Report a translation problem
You can get support here on how to edit names but I will delete any reference to real teams.

Because depending on the app you are using, the import/export settings of the file can cause small problems to certain teams by replacing their names by ";]"
So if you want to change the name of teams just put the name you want between both of ",,"
Here's an example:
Old line:
10479,England 1,ENG,Manchester Blues,MNB,,
New line:
10479,England 1,ENG,Manchester Blues,MNB,Manchester B,MNB,
This example just change the name of "Manchester Blues" by "Manchester B"
Don't forget the last "," at the end of the line, but most importantly, have fun !
For example I want to rename "Aufschnitte" from Teutionian Div. 1 into "Lovely Cottage".
I tried to do it as well with Excel, Editor and Notepad.
Old line: 10783,Teutonia 1,GER,Aufschnitte,,
New line: 10783,Teutonia 1,GER,Aufschnitte,AUF,Lovely Cottage,LCO,
Is that okay? In Active Soccer 2023 "Aufschnitte" is still called "Aufschnitte".
The edit_teams.csv and edit_players.csv are as well saved in
%installation_path%\ActiveSoccer2022\Content\Movies\template_editor
and in
c:\Users\%username%\AppData\Local\ActiveSoccer2022\Saved
On my computer "AppData" was always called "Application Data". Is that a problem?
Did I forget something or made a mistake? Are the folder names "Active Soccer 2023" and "Active Soccer 2022" a problem? Is the file format a problem? Do I maybe have to import the changed file into the game so that Active Soccer knows to use it?
The game runs without any problems, but the team name is not changed.
I would be glad getting some help or hint!

The folders called "ActiveSoccer2022" are not the problem here, I have the same as you. But maybe the problem is from your Appdata folder.
You can try to start a tournament, play a single match to save, go to your
appdata/local/ActiveSoccer2022/Saved/SaveGames
and delete the tournament0.sav (this is your tournament save). When you launch the game there are two situations:
1. The game doesn't find a tournament save so you can't load the one you played, it means that the appdata folder called "Application Data" is probably not the problem.
2. You can load the tournament and play as if you didn't delete the save, in this case maybe the problem is here.
Hope it gonna works
BTW I am finding this very easy to do by opening and saving the files with Excel.
I've just found the solution!!!
My problem was: The folder "Appdata" was existing, but hidden / invisible. So I thought the visible folder "Application Data" was meant. So the folder really must be named "Appdata".
I've copied the two csv files into "Appdata\..." as it was said and can change team names there.
If someone else has the same problem I had, please check if your folder "Appdata" is hidden.

It is not easy to create new players and teams because everything must be integrated to the Active Soccer World.
For each player you must define dozens of parameters while teams must have defined the promotions, relegations, cup qualifications, continental competitions, value of the league and international value of each positioned team by standing position.
It is a crazy amount of data that must be assembled organically and coherently.
It would be easier to evetually define extra teams and players that will not be included in the career mode.
Ideally there should exist an editor for this purpose (like the Football Manager pre-game editor), but implementing something like this would obviously take time.
