Guaranteed if this game functions identically to TGAA people will mod it. Even if it's to fix the optimization, which was a huge benefit to the mod you referenced in OP.
but RE.engine is more moddable anyway so frame rate unlock mod would happen pretty quick if its 30.
Memes aside the real reason is because the choppy 30fps 3D graphics on TGAA felt super weird to look at, upping to 60 made it better

Even something like framerate for your desktop matters.
