As for flat empty spaces, the farm is probably your best shot.
If you really, REALLY want a completely empty space, you can fly up to the top right section of Ampersand Beach and create a row of "massive long immovable indestructible platform"s in the sky. (Keep in mind that you can quickly remake a previous object by pressing up on the notepad.)
It's far from a perfect solution, though. Trees and buildings will fall through them, AI behaves a bit strangely on it, and if you've got a jetpack on, walking from one platform to the other will cause Maxwell to go into fly mode. I recommend just using the farm, honestly.
It is just like "Hey, we heard you liked coloring books, so, here, have a HUGE one. And, you know, we have already filled in all the colors for you, so now you can just open it up and enjoy". Gee, 5th cell, thanks for completely missing the mark on that one.
I have found the metaforest to work pretty well as a testing ground, because of the relatively calm background. But, yeah, you have to start every level-reset with a gigantic murder spree to clear it out. :-/

Except for the npcs that you can't kill, such as Lily or Edwin.
EXTREMELY late, but Lily can be eaten by creatures with the Omnivorous adjective. Edwin is immortal, though, and can't be removed. Hostile creatures don't attack him, at least.
