I can't complete a mission

What can I do to complete this place ?

I believe the arsonist has two tasks, one of which sometimes can't be seen. Try talking to him again, or reset the level and then talk to him. He should have a quest that requires you to help him to repair the burning building.

I have the same problem, resetting the level doesn't help at all, he still does not give me that task with repairing the building. I read somewhere else, that you need to simply put out the fire and give him some tools. When I do that, he just stands there, nothing happens...

Also tried the same thing with spawning the builder character. No success either...

It was the broken house. I created a builder instead of a hammer to repair it... Thanks a lot for your help.

Hmm, thanks for that YT video Dingus, putting down the cop unlocked the rebuilding mission. Which was weird, since I had 8/9 shards, and I had the one with taking the matches from arsonist already finished...
