- it forces the host to not use their DLC because they want to play with someone who doesn't have it
- it seems to cause a lot of sync errors. I had a game where the host disabled the DLC, then got the DLC myself - and we started experiencing a lot of desyncs. Maybe oit was incidental, but it felt connected
- it often doesn't undercut a company if they release the DLC in limited mode for those who get hosted
To expand on my last point: While Starcraft, for example, used to requre the DLC - they scrapped that (pretty fast IIRC). But the main advantage of the DLC was still 'locked' behind it - the story.
The same is actually true for RT. If you aren't the host, you can only influence decisions. You can't go and do what you want. So, to have true freedom to experience, you would need to get the DLC and play SP or host yourself.
Having the DLC in such a limited way could give the player an insight into what they can expect. And since this DLC is truly good, chances are, they see the DLC and say 'yeah, I want to experience that myself!' and get the DLC.
As a sidenote: As I already mentioned, I did get the DLC pretty fast, since I liked the game. So, in my case, it only neutered one run we basically needed to scrap right again (somewhere act 2), since we both wanted to have the DLC content included.
3D print your models, buy recasts, pirate the rules. Never give GW even a single penny.
Great way to ruin life for all - as doing this will impose more restrictions. Like every crime does.

Nah, only for GW. All the best Warhammer stuff is third party anyway. The biggest thing holding Warhammer back is GW. Let 'em burn. They can't restrict my 3D printers.
