Int buffs area attack damage and you need it for his logic/tech-use, put rest of the point to medicae. Executioner has a passive that makes you get max wounds from medicae instead of toughness and medicae is buffed by int as well. Percetion lowers enemy dodge chance against aoe, which is all you do. Then just pick passives that boost plasma, aoe and fire dot damage.
You can put points into strength if you want to use heavy armor, but I personally never felt like he needed it.
About dual wielder, arch-militant has an upgrade called "Close-Quarters Training" that allow him to use two-handed ranged weapons that are not shotguns within melee range. So you would be able to fire your more powerful guns like plasma or melta right in the enemy face, but with a penalty to ballistic skill.
Taking a ♥♥♥♥♥♥ archetype so you can do what his push mechandrite does with 1 passive is kinda ridiculous.
