[Spoilers] Reunion can't find companions in anatomical Opera?

Title really. I brought Cassia and Jae along with with me to the ambush, I could talk with Tervintas about them, and the quest reunion has a note to assist them. Yet I cannot find them in or around the opera (where they should be according to guides). Does anyone know a solution to this?

They will become available later after you get through few fights in the Arena (at least Cassia... didn't have Jae in my party back then).

[Ninth Hour]

Jae appears outside the Opera after the first Arena fight. You can't miss her. As you approach the area, there is a cutscene in which she accosts the Wrack guarding the entrance.

I am aware of this, as mentioned in the original post this did not occur for me. The wrack was alone and let me in, and Jae was nowhere to be found.
