echoes of torment - bug? (possible spoilers)

Hi folks,

My first time through - and on the run below the freight line, ended up with a permanent -10 to perception due to an unskippable and apparently unavoidable event (having to do with my character creation choices).

A little google searching leads me to believe this was not intended, that it was in fact supposed to be resolved on quest's end, or at least fixable, but it isn't. I've also read that there is a solution, but it involves purposely letting your RT die on a mission, then when he recovers both his trauma and the echoes of torment effect will be fixed.

Anyone know the truths of these - is it a bug, is there a fix, and does letting your RT drop in fact fix it? A little bummed if I just gave away -10 perception...
