I haven't been getting inconsistent results with this skill, despite being under voice of command.

My guess is it only provides one extra AP once per battle, per character, which is not indicated in the description.

Is my guess right or is there something else going on.

Note: no, I am not taking extra turns with "being it down" after activating air of authority.
