How exactly does [Tenderise] work?

Does it trigger on the first hit of a burst attack and affect following hits?
Does it work for one full burst or just for the first hit?

would like to know the answer too, tried to test it but its wonky and cant say how it really works, seems powerful tho

I just tested this repeatedly and it seems that it doesn't trigger on burst attacks at all. Very disappointing.
