Then in Toybox you find the quest, enable the check box that shows hidden steps and make sure to START the next steps and manually finish them.
Ultimately the only one that worked was the second last step for me where you return with the final document. Then you just need to talk with the moody clerk and Jae on the ship to finish it.
Apologies for bits of this that are confusing, the machine spirit is acting up.
The only way to conclude the quest is to kick Jae out of the team and let the quest fail.
Then i recognized, i didn't had Jae in the active group. I really didn't cared before, because for me it was so obvious that she would be mandatory for this part of the quest - especially after she reminded me about it right after the ceremony - and i also thought was marked as mandatory, when you choose your group. But for some reason she wasn't there. Only 5 of the others.
So i went back to the ship and reentered the Administratum - this time with her ... and everything worked out just fine.
Not saying this can be the only reason. But maybe somebody experience it in the same way and reads this.
I hate bureaucracy, and it could not have bugged out on a more fitting, worse quest.
