After waiting in the queue I'm teleported to one of the front desks but there's noone in the chair and the quest won't advance.

The same problem, repeated SL made me break down, and in the end, the mentally broken business ronin shot at the crowd and surprisingly solved the problem

I was able to 'work around' the problem with toybox. Don't just complete the quest, instead if you click inspect and show unrevealed steps for the quest, you can move the quest forward and not break things. Just skip all the parts that requiring talking to the certificate master or whatever. Still go to Janus for renewed seal and then come back to administratum and skip more certificate master parts. Finally you can speak to the last guy and get the document finished.

I am having this issue and firing on the crowd does not seem to resolve it. I am still forced to go back and click to sit down and wait, have to go through at least one more choice, and then the person I'm supposed to talk to is still missing. All firing on the crowd does is bug the hell out of all my character's animations.

I just did the quest without issue. That said, I really wish I fired on the crowd.
...Which is exactly how I feel at the Dept. of Motor Vehicles. Which was probably they were going for.

Can't proceed the game without risking failing this quest since I've just finished the ceremony and Jae was there to remind me to finish this bugged quest.
