You really don't need to have him dash around while being an assassin, "Sit there and do lots of damage" works really well for him too. He's not gonna get a ton of use out of lethality-based abilities due to his middling base dodge stat, so at least in my experience, you're better off making him capable of just outputting a lot of damage when combined with his exploits, and trying to buff his survivability (which was my primary issue with him at the end game, he was extremely squishy).
Ahem, anyway. Target -one- enemy with it, and it'll rip all of their Exploit stacks off and convert them into armor for the whole team (and damage for Pasqal), which coupled with the talent that makes him take less damage from enemies that have exploits on them makes him surprisingly sturdy. He's no Abelard, but he can handle himself zipping around and puréeing people, using his unique talent that gives him + Int Bonus MP on the first round, and more movement every time he lands a melee hit.
Remember, assassins aren't just sneaky types, especially in 40k. It's perfectly acceptable to be a drugged-up cyborg who runs around with the "Nobody saw me kill them if there's nobody left to see it" attitude, just ask the Eversor Clade.
Savour the kill. Whenever your party kills prey the bounty hunter gets extra turn and stacks exploits passively if you are specced for it and actively. However I find this works better on Idira. |f the enemy has large groups you can get like 40 stacks in round 1 and start dealing literally hundreds of damage to bosses with stacked analyse enemies in round 2 while having 100 armour on the party. Pascal is still good as bounty hunter to mark enemies as prey for extra turn. It'd be borderline broken actually if it didn't require setup.

Savour the kill whenever ally kills prey which aint trailed you half ap and mp turn during which you cant attack. Its bugged so frequently triggers even on non prey.

Assassin is just the better sniper cause of Lethality mechanic. Plus Assassin scaling with enemy HP. Plus you get more attacks with Assassin that do more damage.
I first thought yeah bounty hunter looks like a good sniper class while assassin is a ninja. Nope. Assassin is still the better sniper. Go figure.
and give him every perk related to plasma weapons, because when you use your Leader Ultimate on him, he can basically empty 10-15 shot in a row. with pinpoint accuracy across the map and being plasma ... high armor pen you just delete everything.
he is really flexible and just like other characters he would work well as an assasin too.
Assassin might not be super crazy in normal or lower, but the more you scale the difficulty of content the harder they slap, simply because their whole idea of damage revolves around hitting critical area, and doing a % of max hp to target. (except bosses)
and you can delete at least 30% of hp on a target opening, so it always stay relatively strong.
That being said, i think he works better as bounty hunter, because free extra turn on prey kill = more stack of exploit = massive damage (or team buffs)
