Can i play this without any other 40k games under my belt?

Also is it built around warhammer fantasy? I like the total war games, so i am curious about other games now that involves the races, even if just from a lore perspective

Any lore you need is in the game itself. You can play this with no 40k experience.
Personally I had familiarity with Warhammer and almost none of 40k and I did fine.
My wife has zero experience with either and had no trouble keeping up with the story.

There's plenty of lore out there on the games if you look for it. But you should do fine jumping right in.
