So I still say it counts
it counts as the best force weapon period.
There are power weapons or exotic weapons that dont require you to use heroic resources and also damage you enemies stats.
I mean as long as Cassia exists it doesn't really matter. You can smack things with Navigator powers in the 400s easily, and they ignore all defensive stats (armor, dodge, parry, cover, hit chance)
only 400? officer-sanctic with wrath of the emperor hits for 1k in act 2 just from resolve stacking
hmmm ... yes but no.
because max on paper PR is 5 doesnt mean you cant get more... plenty of items and santic perk can double/triple base rating.
and a force weapon can do
15-20 base
+psy rating (on force blade) let's say PR10 (easily achievable) = 25-30
then Blade of Light feature is 1+PR AND 5+5xPR penetration (on top of the 30% a force weapon has) = 95% penetration.
no weapon even has 95% armor pen, not even close.
Then:
since you are sanctic, you can pretty much assume high base crit rating (like 25-40% on turn 1) from resolve alone (let's say assured 30resolve by turn 2)
AND now you can add on top of that the now ... Sword of Faith which does (purge damage)
Purge is 1 to 4 +(1+PR)xRESOLVE/4
AND +50% against Xeno
AND +100% against Chaos
and +150% against Daemon
AND an extra +50% if they hit you or your party before you cast.
so like i said 30 Resolve + 10PR = 7.5*10 ... yep ... 75 BASE damage with still 95% penetration and about 30% crit on turn one.
and you know the funniest part, if you USE it again, you can add +resolve to base damage.
so nope... nothing comes even close to a "psy weapon"
not even counting other stuff you might trigger from a second (or third) psyker specialization.
or other jewerly.
one of which gives PR amount of attack on the first round.
an Amulet giving PR deflection to everyone and is lost if they lose non-temp hp.
but yeah ... pretty much you can do pretty crazy stuff with force weapon... and psyker.
175 Momentum can be hit in first round that's a non issue.
by begining of turn 2 usually in my team everyone had time to use their ultimate already.
which means my psykers (cause i always pick at least sanctic even if i dont pick anything else) will all get PR+6 by turn 2.
which basically doubles their base damage/scaling and buffs.
Lots of ways to do ridiculous stacking around various abilities.
Making Cassia oneshot everything by turn ONE (not two) and regain AP until everyone dies doesn't even require a particularly complex build.
Sword of Faith isn't even particularly busted here.
Soldier => master tacticians can unload a 2400+ damage burst volley using a pea shooter.
There's plenty of ways to break the game. And some people like it that way. I'd rather it be like this than everything be balanced, boring and mediocre.
The only force weapons in the game are the sword Heinrix starts with and the force claymore you can get through reputation with the Drusians?
