It literally says in every codex available that the Imperium has stagnated and even went backwards over the past 10,000 years in 40k and the dogma is largely responsible for it. It has been slowly falling apart and even Guilliman's return was a huge thing because the imperium was at the point of total collapse, Chaos invaded Ultramar and Daemons appeared on Terra!

They have lost so much technology and the means to replicate it since the Great Crusade (which was significantly more advanced than the current era Imperium), which was when the Imperium eclipsed the Aeldari Empire of Old and rivalled the Necrons.

Tell me that you don't know anything about 40k without telling me you don't. Quite literally the Imperium is on the brink of destruction, and the Emperor on the Throne is dying.
