Mercatum tabula officiale

I was proceeding with quest MERCATUM TABULA OFFICIALE. Collected both seals and choose "wait... wait... wait" in the waiting area. Then they told me that seal is overdue and I need to get them again. So, I got one seal from Janus again, but for the second one there is a short description in the journal "a Rogue Trader can certify a new charter with an already found seal". But I don't know how or where to do it. Any ideas?
