Point of No Return, Shadow Quarters Tasks, and Rumors

So after over 243 hours, I have finally reached the point of no return. Before I proceed however, there are a few things I want to confirm I can or cannot complete. Namely:

--Two quests that require access to the Shadow Quarters - the one regarding a stash hidden somewhere, and the quarantine one that told me to wait until the situation improves/changes. On footfall looking for the Inquisitor, I was not allowed access to the shadow quarters. No that I reached the Point of No Return Screen, is that still the case or can I go back to footfall and reach the Shadow Quarters?

--I still have several rumors that haven't been resolved. I'm assuming I actually have as I've been everywhere but they were glitched out at the time. Is there any point to traveling around and seeing if they complete?

Any help would be greatly appreciated!

You can't resolve all of them some are only accessible in later acts.
You can only go to the shadow quarters in act 2, you had most likely the bug I experienced on my dogmatic run when going incognito to footfall, that area is just closed the whole time.

Interesting. Sounds like I should just proceed with the end of the game...

If you did everything else, like you said, there shouldn't be anything stopping you.
You could still travel around in the beginning act 3, but only directly at the beginning.

If you went Iconoclast and sent the food, usually after Janus the quarantine gets lifted. Never worked in my Dogmatic play-through.
