Finish the Job (unfinished business)

One of the talents that the Master Tactician can select at level up is Finish the Job. Its description states that it only applies to enemies who have the unfinished business effect.

What the heck is the unfinished business effect?!? I can't find reference to it anywhere!

Applies when an ally damaged an enemy below 50% i think, Pretty sure it's directly stated in the description

Here's the exact wording:

Can only be used on enemies with the unfinished business effect. This effect is applied to enemies which were attacked by the Master Tactician's allies (but not by the Master Tactician) and have less than 50% of their maximum wounds remaining.

The Master Tactician immediately attacks the target with a single shot or strike. This attack does not count toward the attacks per turn limit, dealing half of the weapon's maximum damage and an additional +BS bonus damage.

The first paragraph is unclear in its second sentence whether it's referring to 'unfinished business' or Finish the Job. I think that's where my confusion lies. If you're right, then the only thing that's preventing me from using this power more often is its very short range (only one square radius).

I wish they would have worded the description more clearly.

Yeah you were absolutely right about the 50% thing it doesn't always work but right clicking or holding Y on the gamepad hovering over enemies was one way I found this out and the effect is if they are like you said under 50% the effect does show, thanks.

Do you know how to get all six items from the void farer and delux dlc upgrade wile I have you here I looked in my chest in the captains quarters and found only 3 items? plus I played through the entire game a few times and was still unable to upgrade my ship arsenal not the sword class but the other ship it comes stalk with a maintenace slot and an empty slot for what looks like a big bad gun on the front of the ship however to no avail was I able to even purchase through trade with the navel class any items for either of these two slots the gun slot remained empty the entire game?
