the talent states that allies under the effect of at least one psychic power get X armour pen
It states nothing about it having to be one of the talent holder's powers.
Could I take this on Idira and powers from Hendrix would count towards it?

Probably yes, going by the wording. But it says psychic powers - does that mean all psyker abilities or only telepathic ones?

I never picked it as it was unimportant to me, since I had Idira sitting on the bench, and only unsanctioned psykers can take it.
