Pre-Order exclusive items

Were the Face of the Sovereign and von valancius cloak pre order exclusive items or can I still get it if i buy the deluxe edition upgrade or any of the other minor dlc's. If not is there any other way to get the items cause not only do they look really cool but they also have really good bonus's

Its sad but I think hes lying. I dont really understand why he would but the deluxe only gets you 3 new weapons and not the pre order bonuses

I found that you can get the items through modding, which i dont normally suggest but since its now unobtainable i think its fair
