Finding a cloak

I saw somewher this cloak https://www.youtube.com/watch?v=BWH_CgKIW98 but i can't find it anywhere in the game! even using toybox! How is it called and where can I find it???

It's the Cape of Reckoning. You should be able to find it in the pick & mix in toybox.

It's not easy to get legitimate, as you have to be a high level of Dogmatic and you need to do specific things with Footfall and only after that can you get the rumour to find it.

Unfortunately it has bad stats so it's not worth using unless you want that maximum drip. 5% bonus to ranged damage against an enemy that shot you, although that can be 25% if you're Rank 5 Dogmatic.. that still requires your character to get shot first and leave that enemy alive from other characters before you use the character that has it again.
